OCCASIONAL PROVABLE CASE MIGHT BE "BLAMED" ON THE PARTICULAR OFFICER; THE UNION WOULD NEED A LARGE BODY OF EVIDENCE THAT THIS IS A REGULAR PRACTICE OF A SECTION OF THE POLICE FORCE.
